Letter to all TWCCA Owners from Windermere 10/28/25
Dear Teronda West Homeowners,
The Teronda West Annual Meeting will be held on Saturday, November 1, 2025 at 1:00 PM at the Greenbank Progressive Club, 3090 S Firehouse Road, Greenbank, WA.
Doors open at noon for a social hour and potluck organized by Lucie Riederer. Please bring a dish to share if you would like to participate. Coffee and table service will be provided. It is a wonderful opportunity to connect with your neighbors before the meeting begins.
Before the meeting starts, we are pleased to share that Chief Meek will be giving a 15-minute presentation beginning at 12:45 PM. He will speak about the importance of hydrant testing, certification, and water system maintenance. Deputy Chief James Meek from Central Whidbey Fire and Rescuewill also discuss the Whidbey Island Water System Association and share insights on the challenges faced by nearby communities, including Admirals Cove and Ledgewood, that are also dealing with the realities of underfunded water systems and the need for replacements. This presentation will be a great lead-in to the meeting, highlighting that Teronda West is actively working to address its water system needs and catching up on long-term maintenance and planning.
If you prefer to have a paper agenda or budget to follow along with, please bring the printed packet that was mailed to you. We will not have additional printed copies available at the meeting.
Proxies and Voting Eligibility
If you are unable to attend, please ensure a copy of your proxy form is sent to Windermere Association Management before the meeting. Proxies may also be scanned by Windermere staff during check-in for those attending in person.
All proxies received by email or mail will count toward quorum and voting on any items listed in the agenda.
Please note that we are required to verify ownership and good standing before counting any votes or proxies. Per your Bylaws, Article 2, Section 17, only members in good standing, meaning those without a balance due or ongoing compliance issues, are eligible to vote.
Budget Ratification
Under RCW 64.90.525, which supersedes the budget process outlined in your governing documents, the proposed 2026 budget will be automatically ratified unless owners holding a majority of the total votes in the association (51 percent) vote to reject it at the meeting, either in person or by proxy. This means that no formal vote will be taken unless that threshold is met.
Transparency and Access to Information
The association is committed to transparency and is legally obligated to make governing documents, financials, and meeting materials available to all owners. You can find these resources at:

The portal includes access to financial reports, meeting minutes, governing documents, and important community updates. If you have not yet logged into your portal, please do so or contact our office for assistance.
Board Nominations
We have received two nomination forms so far, but there is still one open board position that we need to fill. If you are interested in serving your community, please complete the Board Nomination Form included in your meeting packet and return it to Windermere prior to the meeting.
Serving on the board is a meaningful way to make a difference and help guide the future of Teronda West.
Board Goals for 2026
The Teronda West Board has several key goals for the upcoming year:
1. Update the Association’s Collection Policy The Board plans to adopt a revised collection policy that aligns with RCW 64.90.489 and RCW 64.90.505, which establish new requirements for late fees, timelines, notices, and collection procedures. This update will allow the Association to not only continue processing liens, but also pursue wage garnishment or foreclosure when necessary while still ensuring due process and compliance with state law.
2. WUCIOA (RCW 64.90) Compliance and Document Updates The Board intends to work with the Association’s attorney to review and update our governing documents to bring them into compliance with the Washington Uniform Common Interest Ownership Act (RCW 64.90). This will include clarifying outdated provisions, aligning with new legislative standards, and presenting updated documents to the community for review and approval.
3. Strategic Planning for the Water System The Board’s other major focus will be to develop a strategic plan for improving our water system based on the recommendations of our reserve study specialist. Ensuring reliable and safe water service remains one of the top priorities for our community’s long-term sustainability.

• The updated income comparison report through September 30, 2025, reflecting the final numbers for the 2024 to 2025 fiscal year
• The most recent reserve study for your review

Meeting Etiquette
To help ensure a respectful and productive meeting, we ask everyone to follow these guidelines, which align with RCW 64.90.445 and RCW 64.38.035 regarding open meetings and owner participation:
Meeting Expectations
• Meetings will begin and end on time out of respect for everyone’s schedule.
• The Board President or designee will facilitate the meeting and follow the agenda.
• One person speaks at a time after being recognized by the President.
• Listen to understand and respect all viewpoints.
• Ask clarifying questions rather than making assumptions.
• Silence phones and electronic devices during the meeting.
• Discuss issues, not individuals.
Homeowner Comment Period
1. Comments are limited to three minutes per owner unless otherwise stated.
2. Remarks must be directed to the Board as a whole, not to individual members or attendees.
3. Comments may not be used to promote or oppose candidates or ballot measures.
4. Advertising or solicitation is not permitted.
5. Courtesy and respectful communication are expected at all times.
6. Disruptive behavior may result in forfeiture of speaking privileges at the discretion of the Board President.

I know that some of you may still feel frustration or mistrust based on prior experiences with former or current boards. My goal, together with your Board, is to help rebuild trust through open communication, transparency, and education. RCW 64.90 was designed to ensure homeowners have access to the information they need and to strengthen the partnership between owners and their board.

UPDATE - Water Usage 10/19/25
NW Naturals has come out to evaluate the system. Everything is operational, with adequate reserve in the main water tank. You may resume water usage.
Those who are downstream of the hydrant location may experience some brown water. Run your taps until clear before using the water.

URGENT - Water Usage 10/19/25
Due to a major house fire in the community, hydrants have drained the water tank reserves. The power is also out in portions of the community.
It is VERY IMPORTANT that you keep water usage to a bare minimum until the tanks have time to refill from our community wells. Otherwise debris is pulled into the system and will require extensive maintenance and cleaning work.
NW Naturals, our water management company, has been contacted.
HOA Management Transition to Windermere Association Management 9/1/25
Our transition to Windermere Association Management is now in effect!
If you are an owner, you should have received a welcome letter to your email address on file, with instructions to access your new online portal for all HOA-related business, options on how to pay, etc.
(You may notice the portal looks very similar to our previous portal, as both companies use the same Vantaca platform. However, you do need to set up and access your new account.)

Letter to all TWCCA Owners 8/1/25
Dear fellow TWCCA member owners,
As some of you have heard, we will be making a shift in HOA management companies from The Management Trust to Windermere Association Management, effective September 1. After agreeing to part ways with TMT by mutual decision, the volunteers of the Association board met extensively with other management companies, and concluded that Windermere would be the best choice moving forward.
An introduction and more details will be coming from Windermere next week. But for now, we'll highlight two positives from this change:
Your billing will soon be integrated for both HOA dues and water. This is something that numerous iterations of this board have long been pursuing, as dealing with billing directly from NW Natural Water has been a frustrating challenge for so many of us.
A more hands-on tailored management experience, with local expertise and understanding. While Windermere is a large company, the Association Management arm we'll be working with is based on-island in Oak Harbor. They are truly local, with an understanding of local issues facing HOAs on the island and island-specific challenges, as opposed to other management companies based on the mainland or in other states.
While the transition will surely have some bumps, it is our hope that ultimately this shift will prove to be the best for our community. Thank you for your patience as we all work through this process. Current and upcoming changes to Washington State laws governing Homeowner Associations are broad and complex, and It is necessary that we continue with professional management.
As mentioned, Windermere will be contacting homeowners shortly with details on the transition.
